How does a device that operates from a 9V battery have 48V phantom to power condenser microphones?

To step up a DC voltage, a switching power supply is implemented.  The penalty for stepping up voltages is that it takes electric current.  Plus, the higher you need to step up the voltage, the more current it will cost.

There are now many excellent condenser microphones that are specified from 11-52V.

What this means to the end user is extended battery life.  An estimate for the typical difference in battery life for these systems is approximately 2 hours (alkaline type battery).

Note,  delivered capacity is always dependent on the supplied load, cutoff voltage, and operating temperature.
